Whatcom Environmental provides a wide range of environmental site assessment and remediation services to commercial, industrial, and municipal clients in the Northern Puget Sound Region. The Company was founded in 1997 and is owned and operated by Harold Cashman and Eric Libolt.

All personnel working on contaminated sites have completed 40 hours of Hazardous Waste and Emergency Response (HAZWOPER) Training in accordance with 29 CFR 1910.120. All personnel servicing refinery clients are annually trained in all required safety topics and keep up to date with the Refinery Safety Overview program. Weekly safety topics are reviewed through computer-based training.

Harold is a Professional Geologist/Hydrogeologist registered with Washington State (License #341). He has 32 years of experience providing environmental project management services to industrial and commercial clients. He specializes in performing site investigation and remediation project work regulated by the Model Toxics Control Act. He routinely interacts with state regulatory agencies including the Department of Ecology and the Pollution Liability Insurance Agency.

Mr. Eric Libolt has over 25 years of experience as a client-facing environmental professional. He is a Registered Professional Engineer with Washington State (License #51580). Eric has extensive experience in waste and water compliance, RCRA permitting, environmental remediation, air quality permitting and monitoring, and environmental auditing.

Eric is an environmental regulatory professional with broad experience in water quality, hazardous waste/dangerous waste, air emissions, including permitting and compliance reviews based on Northwest Clean Air Agency requirements, and Washington’s spill prevention and response plan requirements.

The types of projects Eric manages include environmental investigations, air monitoring and compliance, stormwater management and compliance, spill prevention and preparedness, landfill closure, air permitting and emissions reporting, and sewer investigations. Mr. Libolt works with commercial and industrial clients to achieve cost-effective and sustainable results.

Eric has strong regulatory experience in hazardous waste management (RCRA), air permitting (MACT, NSPS, NESHAPS), NPDES permitting, remediation (MTCA, UST), and project permitting (JARPA, HPA, Army Corps, SEPA). He manages projects administered under Agreed Orders and Consent Decrees.

Thom has 19 years of experience as a field geologist. Thom is a registered Washington State UST Site Assessor, AHERA building inspector, and Lead Based Paint inspector. His areas of expertise include UST Site Assessments, soil and groundwater remediation cleanup actions, hydrogeologic site characterization, and soil and groundwater contamination assessment. He is proficient in groundwater monitoring well installations and specializes in performing site delineation investigations.

Tegan Conner

She assists with EPA GHG and TAB reporting, and with Washington’s Dangerous Waste Annual Report and annual Emissions Inventory report. Tegan assists with waste sampling and management, and designates industrial and commercial waste per WAC 173-303. Tegan conducts Phase I Environmental Site Assessments and is proficient in GIS and database management.

Dan Heimbigner

Dan is a dedicated environmental project manager with 13 years of experience providing hands-on technical support to clients in Washington State. Dan’s areas of expertise include industrial stormwater management and environmental permitting. He has prepared permit applications for NPDES, Shoreline, SEPA, JARPA, and HPA regulated projects. He has worked with over 20 NPDES permitted facilities throughout Whatcom and Skagit counties preparing stormwater management plans, collecting samples, conducting site inspections, developing and implementing corrective actions, training facility staff, and assisting with Level 1, 2, and 3 Corrective Actions.

Throughout his career, Dan has worked on a variety of projects ranging from Voluntary Cleanup Program remediations to marine sediment assessments. He has prepared sediment sampling and analysis plans for marinas, ship maintenance facilities, and barge loading facilities, overseen sediment sample collection, and acted as a communications liaison between clients and regulatory agencies.

Aimee Pennell

Aimee has 10 years of environmental project management experience providing support on various types of remedial projects in Washington State. She has prepared numerous Remedial Investigation and Feasibility Study reports in accordance with MTCA. Aimee is proficient in GIS software for preparation of site maps and figures. Aimee manages numerous remediation sites regulated under the PLIA Technical Assistance Program.

Henry has 7 years of experience focused on air permitting and compliance. He specializes in EPCRA Sections 311, 312, and 313 (TRI) reporting for various industries and refineries. He assists industrial clients with EPA GHG reporting and Subpart FF TAB reporting, and with Washington State annual Emissions Inventory reports, Dangerous Waste Annual Reports, and Pollution Prevention Plans. Henry is certified by the National Association of Sewer Compliance (NASSCO) in Pipeline Assessment Certification Program (PACP), Manhole Assessment Certification Program (MACP), and Lateral Assessment Certification Program (LACP). Henry is certified in EPA Method 9, visual determination of the opacity of emissions of stationary sources. Henry is trained in EPA Method 22, Leak Detection and Repair (LDAR). Henry also assists clients with air permitting and air emission audits.

Henry has field experience in groundwater sampling, stormwater sampling, soil sampling, waste sampling and characterization, and air quality monitoring.

Matt has worked in the environmental consulting field for over 14 years. Matt is a registered Washington State Underground Storage Tank Site Assessor and conducts site investigation and remediation activities for industrial and commercial clients. He manages projects for cleanup operations at several retail fuel stations. Matt is experienced in excavation and drilling oversite, site characterization and delineation, and soil and groundwater monitoring. He conducts Phase I and II Environmental Site Assessments, Underground Storage Tank Site Assessments, and prepares Remedial Investigation reports, data summaries, and work plans for clients, regulators, and attorneys. He is proficient in R programming for data analysis and visualization as well as GIS.
